Priority Monism, Internal Relations and Modal Freedom

Schaffer has argued that the ontological priority of the cosmos can be inferred from the lack of modal freedom of its parts. In this article I offer reasons against the following premises of his argument: (i) the assumption according to which fundamental objects enjoy modal freedom, and (ii) the assumption according to which objects that stand in the relation of being worldmates, given counterpart theory, lack modal freedom.
